The Finance Manager shall:
- Organize and oversee the maintenance of accounting records in the 1C system in accordance with the requirements of the legislation of the Kyrgyz Republic, and ensure the preparation of financial statements in compliance with International Financial Reporting Standards (IFRS).
- Organize the review and ensure the accuracy of the monthly trial balance, and oversee the proper recording of business transactions in the accounting records.
- Organize and oversee the preparation and timely submission of tax returns and other tax reports, and ensure compliance with the tax legislation of the Kyrgyz Republic.
- Organize and oversee cash management, payment processing, and treasury operations.
- Participate in the preparation of the Organization's annual budget, financial plans, and cash flow forecasts.
- Organize cooperation with servicing banks on matters relating to cash settlement services, bank guarantees, and other banking and financial transactions.
- Oversee the planning, accounting, and utilization of capital expenditures for projects.
- Monitor the implementation of project budgets, analyze budget variances, and prepare recommendations to improve the efficiency of financial resource utilization.
- Ensure the proper and intended use of the Organization's own funds and investment funds.
- Organize interaction with tax authorities, external auditors, financial institutions, investors, and other organizations on matters within the scope of the Finance Department's responsibilities.
- Prepare project reports for the Management, the IFRS Department (Istanbul), creditors, and investors.
- Establish, maintain, and continuously improve the internal financial control system.
- Participate in the improvement of financial and accounting processes, the development of the ERP system (1C), and the automation of the finance function.
- Organize, coordinate, and supervise the activities of the Finance and Accounting Department personnel.
- Perform other duties falling within the scope of the Finance Manager's responsibilities.
Requirements
- A person appointed to the position of Finance Manager shall meet the following requirements:
- Higher education (Bachelor's, Specialist's, or Master's degree) in Finance, Accounting, Economics, or a related field;
- At least 8 years of professional experience in finance and accounting, including at least 3 years in managerial positions or experience leading a team;
- Fluency in Russian;
- Experience working with ERP (Enterprise Resource Planning) systems (e.g., 1C);
- Experience working in an international or multinational company will be considered an advantage;
- An internationally recognized professional qualification (ACCA, CPA, CIMA, or DipIFR), or current enrollment in one of these professional qualification programs, will be considered an advantage.
The Finance Manager shall have knowledge of:
- The laws and other regulatory legal acts of the Kyrgyz Republic, as well as the Organization's internal regulations governing financial, accounting, and business activities;
- Principles of financial control;
- Financial settlement procedures and methods;
- The tax system of the Kyrgyz Republic, including the principles and methods of taxation, tax and fee payment procedures, and tax reporting requirements;
- Procedures for preparing financial plans, projected balance sheets, cash flow budgets, and profit plans;
- Principles of organizing financial management within the Organization.
The Finance Manager should preferably have knowledge of:
- International Financial Reporting Standards (IFRS);
- Methods for the valuation of financial assets and assessment of returns and risks;
- Financial instruments used for managing financial flows;
- Modern methods of automating financial and accounting processes.
