HR and Administration Manager
• Coordinate and supervise the implementation of administrative procedures related to employment contracts of MSF staff in the mission, in particular everything related to the CV, cover letters, business certificates, diplomas, certificates of marital status, access cards to the attention health, vacation request forms, Certificates of residence ... to comply with the legislation in force in the country. • Track administrative employment contracts, updating the existing database to comply with local labour regulations • Coordinate and supervise procedures for payroll, controlling the payment of overtime, holiday earrings, landslides, as well as developing leaves payroll and the closing monthly payroll to meet the legal requirements. • Prepare declarations form for monthly taxes and employee/employer social security contributions, creating a file containing all data to comply with legal regulations. • Check and follow up tax and labour regulations, providing support to the FIHRCO in administrative matters under his responsibility, keeping him/her abreast of the employment and fiscal legislation in the country in order to ensure full compliance with local law and regulations across the mission. • Plan and supervise, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required and to improve people capabilities. • Coordinate and supervise the implementation of administrative procedures related to HR management of National Staff in the mission: • Coordinate and supervise procedures for payroll through Homere data base, controlling the payment of overtime, holiday earrings, as well as developing leaves payroll and the closing monthly payroll to meet the legal requirements • Administrate Labor Contracts and amendments, Civil Agreements for a new staff members as well as staff termination per applicable policies & procedures. • Track administrative employment contracts, updating the existing database to comply with local labour regulations. • Be responsible for complete & accurate National Staff filling system (both soft copy & hard copy) for the mission. • Constantly evaluate the overall compliance of the National staff regulations/polices in MSF • To manage holiday planning according the National Staff regulations and the guideline on HRM of national staff • Ensure the availability of standard JD of all positions for Uzbekistan mission as per IRFFG together with department supervisors & make sure that all positions and/or employees have the updated JD. • To review job descriptions of affiliated staff, modify if necessary and seek approval of the HRCo; • To supervise affiliated staff members regularly ( i.e. prepare schedule for cleaners, cook etc) • To provide the Accountant/finance department every month with the approved payroll for execution of payment, necessary local reports, tax etc. • To identify shortcomings and deficiencies related to HRM, Administration, and report to the Human Resources Coordinator. • To identify changes in Uzbek legislation regarding employment, financial, administrative procedures etc Report and advice the Human Resources Coordinator accordingly • To consult the affiliated lawyer if issues require it. • Ensures and applies a staff appraisal and development planning process. • Ensure an appropriate training framework available for all National staff as per the NS training & development policy. • Proposes improvements in HRM as enhancement of responsibilities, mixture of teams and training. • Assures fair and qualitative end of contract process respecting legal requirements. • Ensures regular information on HR situation from projects to coordination and vice versa. • Follows up disciplinary measures and court cases liaising with lawyer • Ensures quality in the recruitment process in collaboration with the Human Resources Coordinator as per the mission recruitment policy. • Conducts new employee orientation to foster positive attitude toward organizational objectives. • Communicates and briefs NS HR policies and procedures to international and national staff. • Guarantees briefing on staff regulations by international and national staff. • Advertise the vacancy announcements using necessary channels when required and as per the policy. • To ensure the compliance of registration, taxes and social security, according to the labor conditions for the national and international staff in the project country; • To prepare any administrative reporting requirements to the government in consultation with the Country Manager; • Follow up the correctness of official rental contracts and bring to attention any identified issues to Human Resources Coordinator. • Organize staff meetings for Tashkent office • Replying to field questions on HR administrative issues • Providing field with technical support in Homere • Guiding/coaching the field HR and/admin team (expats+NS) on all aspects of NS administration • Carrying out regular field visits • Ensures regular reporting on HR situations and project at mission level to Human Resources Coordinator • Ensures update and completion of Homère data and periodical reporting to Human Resources Coordinator /HQs • Compiling HR Monthly report from the projects and draft mission HR monthly report to be validated by the Human Resources Coordinator. • Annual Report to Ministry of Justice and other governmental bodies as required
