Management and control of the General contractor on the construction project: Tashkent ironworks.

Management of the construction of a monolithic, multi-storied building. A research and development center “R&D Renova” with the total area of 26 thousand sq.m. (Shell&Сore 50%, Fit-out 50%) on the territory of the Skolkovo Foundation, on the investor-developer side; Project team arrangement, introduction and elaboration of business processes for the project fulfilment; Arrangement and coordination of tenders papers and Bid tabs elaboration; Tenders preparation and conduct, development and approvals receipt of EPC, engineering, procurement and construction contracts, (Technical Supervisor, General Designer, General Contractor, technological and special equipment operation and supply, etc); Checking of design documents development, their successful expertise examination undergone and also working papers elaboration; Control over approvals and authorizations for construction-assembly works receipts, arrangement of construction works schedules development; Inspection of construction-assembly works quality and schedules control, confirmation and acceptance of the works execution; Introduction, control and coordination of documents flow related to construction works fulfilment and objects commissioning; Checking and coordination of technical requirements compliance for utilities connections; Took part in the events with inspection authorities and mass media participation at the construction site. Performance results: A unique object was successfully constructed and commissioned (it included labs. complex for various scientific researches, which consists of production sites for manufacturing engineering, microsystem electronics and biochemistry) of the total value of 4.5 billion roubles. Budget savings of 6.8% reported. All works on the object commenced only after substitution of the earlier appointed General Designer and General Contractor, thus it was put into operation from the zero stage up to its' final commissioning with 100% final availability guarantee. The building was awarded with Silver Certificate for Ecological standards LEED (heat pumps, solar energy, green-roof decisions, sewage waters treatment systems, etc).

Project management of various construction objects for the largest oil & gas companies on the General Contractor’s side; Execution of preliminary design works activities – conduct of negotiations with customers, commercial offers and tenders procedures preparation and implementation. Performance results: The project of automobile roads and bridges crossings on the highway “Bovanenkovo-Ukhta” in the area of 405-459 km was fulfilled (project preparation and its’ full realization made). The project life period lasted for 5 months. Preparatory works of the LNG plant (for natural gas liquefaction) construction were made on the Yamal peninsula (Sabetta), along with series of other projects (like, pile fields arrangement, auto-roads and sites construction, winter roads preparation) for oil & gas enterprises.

Execution of technical supervision and financial control over the project of gold mining and processing enterprise (GOK) construction in Khabarovsk region, on the customer side, for LLC “Russdragmet” (a holding managing company of Highland Gold Mining); Management of the activity of the group of engineers of technical supervision and control; Audit conduct and arrangement of the activity control of the project General Contractor; Checking of construction documents, approval papers and licenses availability and their completeness; Financial audit of the project (costs control of works performed, conformity of budgeted expenses vs actual costs, total volumes and costs of fulfilled by the contractors and surrendered for the payment works and services, monitoring of intended usage of loan proceeds); Supervision over construction-assembly works fulfilment, compliance with the calendar schedule of the construction. Performance results: Audit results confirmed that the enterprise commissioning by the dates stipulated earlier by the customer was not feasible (due to the construction works delay on the part of the General Contractor). An alternative, a two-stage construction scheme was suggested to the customer (at the first phase – the construction of the main production facilities and production launch; and the second stage suggested the construction of minor items with concurrent production execution). The scheme was accepted by the customer, and the enterprise was commissioned within the earlier agreed timeframe.

Management of sites renovation projects of the oil-producing company “Transsibneft” (on the General contractor side – of the pontoon vertical stock tank # 13 at the site of the Omsk regional pipeline division, stock tank # 14 of Anzhersk Line Operations Dispatch Station (LODS), the pontoon vertical stock tank # 55 of Rybinsk LODS); Arrangement and supervision of the fulfillment of general construction, welding and assembly works, execution of technical surveillance; Approvals receipts from designing and inspecting bodies and the customer for all projects re-designing; Arrangement and control of works acceptance, object commissioning to the customer, formalization and signing of documental forms (KS-2, KS-3, KS-6a, КS-11, КS-14, М-29, М-35 and other); Site improvement arrangements, construction of traffic interchanges of the 2-nd class. Performance results: The initial task set up for the company was related mainly to stock tanks of the Omsk regional pipeline renovation. These works were executed strictly according to the agreed dates with the consistent high quality ensured. During 7 working months, the customer “Transneft” did not impose any penalties on the company. Thus, additional renovation projects of stock tanks in Krasnoyarsk and Novosibirsk also were delegated to the company, and their final highest operational quality ensured.

Management of international construction projects of oil and gas complex enterprises: an LNG plant (natural gas liquefaction plant), a booster station NKS-2, acting as the lead supervisor of technical specialists engaged in general construction, excavating, insulation and geodetic works. Construction and project operator of the “Sakhalin-2” project of the “Sakhalin Energy Investment company”. Head of the department, with up to 12 subordinates. Elaboration and establishment of business interaction with “Rostechnadzor” (Russian technical surveillance authorities).

Management of several construction projects of Shopping and Entertainment Centers (S&EC) in Sakhalin region (S&EC «Albatros” – of 2.8 thousand sq.m. along with the surrounding landscaping and roads interchanges construction; S&EC “City-Moll” of 64 thousand sq.m.), on the General Contractor side; Full scope coordination and supervision of all project related works (from initial approvals and authorizations receipts up to the objects commissioning to the customer); Development of business interaction with the customer (the investor of the S&EC construction project), creation and management of a separate business unit (LLC “MiT”) for the most efficient and fruitful cooperation with the mentioned customer (as the result, approximately 8 more various scaled construction projects were attracted to the company’s portfolio).

Construction-assembly works execution of apartment complexes (monolith and monolith/brick) of 12-15-storey buildings with flats joinery and decoration according to agreed costs in Novosibirsk, on the General Contractor side (from excavation pits stage up to objects commissioning).

Construction works management of Shopping and Entertainment Centers (S&EC) in Biyisk city (S&EC “Riviera” of 24 thousand sq.m., S&EC “Maria-Ra” of 20 thousand sq.m., S&EC “Maria-Ra” of 3,5 thousand sq.m.), on the Customer side; Project coordination and fulfillment control at all stages (from initial approvals and authorizations elaboration to the objects’ commissioning); Management of construction & renovation works execution in the company own and rented shops; optimization proposals for premises and equipment operating.
